Toddler Peacock Costume. The fabric is craft felt that I purchased by the yard. There are 2 layers of the dark blue felt with peltex interfacing sandwiched in between so it stands up. The “eyes” of the feathers are also felt with pre strung sequins glued around them. Everything was hot glued together. After I had it all glued together I held it up to my daughter to get the placement of the straps. I cut 4 slits just through the front felt piece and peltex then ran ribbon through the slits.
