Otto Wagner hoped to convince the Emperor about the beauty of this new style (which was following the Baroque). The Emperor was not impressed and he never commissioned Wagner for any building looking like this. The building was mostly empty and then used by an artist in the 70s and than renovated to be the beautiful museum pavilion of today.
